Same problem here: 2007 Tundra VSC OFF, 4HI flashing. To cut to the chase, I opened up the center 4wd actuator top black plastic cover (5 screws) and found rust and other corrosion. Cleaned up the corrosion, sprayed everything down including connectors with electric connector cleaner spray and bingo it all worked.

I had this happened on my 2008 Toyota Tundra with the 5.7L engine In the summer of 2021 with 220k miles. The shop replaced a wheel speed sensor and the fuel cap gasket.
