My Idea is to have it as a central tower connected to all other bases, so it acts as some kind of zipline power repeater. The longer a zipline goes the lower the speed will be. If you build, grass and weeds will not respawn in the general area anymore. Just destroy that stemp of Grass and place a clay/Stone foundation in its place. My game been glitched, it would always regrow, even if you removed the stem. It has grown in the way blocking my old zipline, would knock you off.
