v1.4 Official Patch, moved this Unusual Gem from Elenwen's solar, to the Reeking Cave. (the cave you go through when you escape from the Thalmor Embassy) It should be as simple as going back to that cave entrance where you escaped before, and picking it up next to the body. (unless you're playing an older version without current official patches)

Since they are static items, the stones can't move, only taken, so it couldn't have been blasted by a fireball or similar. According to Stones of Barenziah , the stone is by a dead conjurer near an apothecary's satchel in the cave; an image exists on that page that you can have a look at for reference.
