That transducer will convert the movements of the steering wheel into an electrical signal you can run wires to a rack that came from a car that had drive by wire. Systems like this are used by oems.

Your easiest solution at this point is to cut away the offending area on the skid plate with torches, sawzall, cutting wheel, etc. around where the transfer case is contacting the skid plate.
