It is the "Shrouded Ghost", so having it be .02% in the fog/shroud instead of .01% would make sense. EDIT: Realistically, whose to say this isn't the case without it outright being stated by Rare. Shrouded Ghost is a very rare encounter, also other players might be cooperative or not. I don't think that's fair if someone can get progress in Safer Seas easily with 0 risk while players on the Higher Seas have a risk of failing to kill it. Even if the commendation is not directly PvP related, it can be sabotaged by other players.
