I just gave up on a save in a Coastal Highway start. I searched the entire map, all fishing shacks, bodies, buildings, the campsite, the abandoned lookout - no hatchet. Also no rifle. Since I started the game with no water, just come cold coffee, it was a struggle just to be able to search every location. That seems a little bit harsh for a Voyager start.

As I tried to get down from where I was I stepped off on to an invisible platform, one I reported maybe 2 years ago? Once on the platform you are trapped other than to walk out (hovering) over the bridge then fall and take damage.
