No, nowadays there can be multiple scenarios: 1. Combo. 2. N-400 passed, but waiting for I-751 approval which can happen months later with or without interview. 3. I-751 approved before N-400 interview. My money is on 1 or 2. If it's combo, the interview letter should state, I think.
