There is either a hardware issue with your CableCard, or a software issue on the headend. I've seen both - the process you describe indicates the card is getting stuck in a loop of restarting itself, which is preventing tunes. This issue has popped up in the past with the NDS cards and V58 errors in 2015.. Back then Tivo did add some additional code to deal with the issue much like Silicon Dust did. Getting Tivo Engineering to dedicate resources to making their software work with some misconfigured cable system is another story.Additionally it appears that Tivo App (Android) sees the Tivo, however when I attempt to connect to the box it just hangs. and sometimes provides a 'Signon Error' message. On top of that PyTivo still can not connect either, though the MAK has remained the same. All is not perfect, but at least I can use the Tivo to record shows again.

Signal is bad or card is. Most likely you have good downstream but bad upstream so the card can't stay paired. I had this happen plenty of times. Had to go through the guided setup until it repeated the problem. Replace the cable card as previously recommended, It'll help you out the most. May have 1 bad tuner, check all of them to make sure!
