The chests located under the map are actually merchant inventories. Notice that the items in that chest are the exact same things you can buy from the merchant nearby. Likewise, just go to any store and type "tcl" in console and you will be able to find these in all shops. These chests aren't intended to be looted.

It is located on the east side of Dawnstar between some rocks just a few paces directly south of Irgnir's House, just to the left of Iron Breaker Mine. The chest is buried under the snow so it's not visible unless you move your cross-hairs over it.
