On my new holland there is a pto lever on the side behind the seat. It sets the function of the pto. Middle is neutral. The forward and back settings engage the pto inside the trans. They both have different functions, but make sure you are in either of those. Otherwise the pto won’t engage at all. Also, check your hydraulic fluid.
