We have a similar problem with our 2130. We installed a temporary guage between the main pressure line and the steering column. It read 2000 PSI. So, it is believed that the priority valve is OK. Tech manual said to raise and lower the 3pth a few times to empty the reservoir above the front pump. Once this is done, the guage dropped to 1000 psi.Sounds as if the clutch friction disk is stuck to the pressure plate and or fly wheel. This is not an unusual problem especially if the tractor has been sitting for a long time without the clutch pedal being blocked to hold the pressure off of the clutch disk.
