So I've encountered 2 weapons that scale with arcane that don't scale at all. Marais Executioner's Sword and the Regalia of Eochaid both seem to have the same issue. Idk what other arcane weapons exist (except for bleed and poison enhanced weapons), but it seems to be a pattern with base arcane weapons.
