I am using draft control and am able to lower the plow down, but not enough to plow more than 2-3 inches deep at most. Simple test: raise the 3-PT with a load attached like a plow or blade or mower -anything will work. Leave load fully raised in 'UP' position then shut down tractor and leave it up.
