Seems you need to use the stone weapons you crafted in prior steps to get it to work, that’s how I fixed it myself since I tried using my own and it didn’t work. I even tried to craft a new stone pick in case that was the problem. This happened to me earlier on this exact step, too (scrapped that save for reasons and made a new one).I've summoned surges at all three working leyshrines, defeated the boss at the end of each, and even got some pretty sweet thralls and loot, but no matter what I do, the Summon a Surge journey step won't complete!
