I think starting with a catalyst on a melee weapon (galatine's fine) and eventually getting a catalyst on a primary and secondary will help you progress. I tried to use the weapon I was ranking up as much as possible. I recommend this because you get a sense of power for your mission difficulty and current set of mods.

I prioritize things I know are good, or that I like, but beyond that, getting a reactor or catalyst is just a part of the process for getting a new frame or weapon for me. A bit of both. A personal favourite non-meta weapon is the Tenora Prime. It looks beautiful, feels nice to fire and is still a very powerful gun.

Other ways of getting them would be to also keep on eye on the invasions tab as they may also offer a reactor or catalyst every now and then, and lastly, you must also get into doing the daily sorties as there's a chance of getting a catalyst or a reactor.
Even then, Orokin Catalyst is a possible reward, not guarenteed. Like another user explained, you can buy then with Nightwave Credits or look into trading with other players and buy them from the in-game market with Plat. The blueprint is consumed after one use. You can only use the blueprint once. You can buy them with Nightwave credits or ...
