In 200cc, moving up by 0.25 will always increase your acceleration, but there are big jumps at the whole numbers and the 0.25 jumps become larger at lower values. The importance of the stats is pretty debatable, but 2.0 acceleration is generally preferred for 150cc. Acceleration drops pretty badly below that value.
