Usually there is only one active lobby in TDM. I live on the eastern coast of the U.S. so depending on where you are will also determine finding lobbies. There's probably some website that can check how often the game is played around or near you. There are some hackers from time to time but most of my experience with this game is positive.
Sometimes there are some people on classified and DOTN, but it's still pretty dead. Don't know about Xbox though, I've only been playing on PS and PC. Zombies is the best part of Bo3. It’s hard getting on a good bo3 multiplayer game these days but at least bo4 multiplayer is here to stay.
